Before we can answer the first part of the question, we need to find out how many are in group J and how many are in group K so that we can compare the value of each number.

Group J has one tens block and six ones. In group K, there’s also one tens block and eight ones. Group J is less than group K. So the statement is true. 16 is less than 18.
