In this question, we are asked to work out the probability of selecting a card with a number less than 40. We begin by recalling that the probability of an event can be written as a fraction. The numerator is the number of successful outcomes and the denominator is the total number of outcomes. This holds provided that every item is equally likely to be selected.

As there are 49 cards, each numbered differently, there are a total of 49 outcomes. The cards numbered one to 39 are less than 40. This means that there are 39 successful outcomes. We can therefore conclude that the probability of drawing a card that has a number less than 40 is 39 out of 49.
