A good way to answer the question is to think about how long it would take to fill each item with water. As we’re looking for the object which holds the least, we’re looking for the object which will be the quickest to fill with water.

It would take a long time to fill a wading pool. You probably need a hose. We could fill a cup very quickly using the tap. We could also fill a pan using a tap. But it would take longer to fill the pan than it would the cup. So the object which holds the least is the cup.
